The Sacred Relic Sword is only able to be obtained after beating the main story of Elden Ring and slaying the final bosses Radagon of the Golden Order and the Elden Beast back-to-back. After defeating a significant story boss in Elden Ring, you are rewarded with a key item called a Remembrance. You can take these to the Finger Reader Eina in the Roundtable Hold, where she can exchange each Remembrance for one of two weapons of your choice, such as the Axe of Godrick or the said Sacred Relic Sword. All the Remembrance weapons are tied to the boss you defeat in some way, so it makes sense that defeating the final boss is the ultimate form of Holy power.
