In issue 4 of Captain America: Sentinel of Liberty, Steve Rogers finally comes face-to-face with his old partner. He hopes to finally put an end to the strangeness that lies between them, though neither is angry at the other. In the pages of Jackson Lanzing and Collin Kelly’s fourth issue, Bucky Barnes comes clean. He tells Steve all about his involvement with the Outer Circle. His friend explains that his story begins much like the updated super-soldier, Destroyer. He was once a programmed assassin known as “The Great Century Weapon.” While Bucky always believed that this part of his past ties into his past as the Winter Soldier, that isn’t the case. It seems this is more in line with the current conspiracy Steve is embroiled in. The one that centers around the moniker of Captain America and that patriotic shield! Who Is This Outer Circle
As CBR explains, the Outer Circle is an enigmatic Illuminati-esque group. This group has been manipulating the course of world events for a long time. Along with the Winter Soldier’s secret past, Steve has learned several things this group is responsible for. One of the biggest is that they are behind the creation of his shield. In fact, Rogers is warned that the shield is the Outer Circle’s “symbol,” not his. So far, the members of this organization have not been revealed. However, it looks like this group is closely entwined with Captain America. Not only do they have a hand in Bucky’s past, but other members of Roger’s close circle. In fact, Bucky has already confronted Peggy Carter about her involvement with the Circle. It seems that with every answer Steve Rogers uncovers, another question follows.
