The app's popularity has contributed to that, along with Nintendo's habit of only sending about three units to each country - we exaggerate, but only a little... I went out for a run yesterday, zapped her battery in 30 minutes, I can usually go for a 90 min run and have juice left. It's going to be hard to play Go except for in a car until like April in colder areas of the World. updates might help with more playing. Annnnnnnnnd they're gone Cold temperatures always seems to sap phone batteries like mad... probably something to do with the chemicals in the battery itself.
I've got a pretty thick case on my phone now which does help protect it from the cold, but it's not a problem with the PGO+ as long as you keep your phone in a pocket most of the time, as your body heat should keep it warm.
As for the PGO+... I keep mine on my wrist, so my sleeve and body heat keep it warm... but I don't know how well it would fare if worn outside clothing in this weather. Ahh Nintendo. Can't wait for them to ship those "three" Switches in every region come March and then claim stocking issues due to "Larger than expected demand".
