Shallman likened each member of the 15-person City Council to a mini mayor with a distinct political agenda. “While we respect the jurors’ decisions on the acquitted counts, we are obviously disappointed. The mayor must also work with a powerful county Board of Supervisors and dozens of neighboring city governments over which they have no control. I’d be running for re-election to the House. The university did not release its finding in the investigation until November 2019 — months after Heaps was arrested.” How much either Bass or Caruso can get done if they win is an open question. UCLA acknowledged it received a sex abuse complaint against Heaps from a patient in December 2017 and it launched an investigation the following month that concluded she was sexually assaulted and harassed, attorneys said.
