Dual crises of housing and homelessness, meanwhile, led to a large protest Tuesday at City Hall over messy relocation efforts for evicted tenants of Oakland’s largest homeless encampment. "Crime, homelessness, and the rising cost of living," she listed for the audience of nearly one hundred community members. She says the city has quadrupled its shelter capacity, decreased outdoor homelessness by 16%, and helped 36,000 low-income residents avoid evictions and rent hikes. "In the last eight years, we have created almost 20,000 new homes in Oakland," said Schaaf. On homelessness, Schaaf said her administration built strong new programs and services. “Today, nearly 36,000 low-income Oakland households sleep better at night, knowing that they and their loved ones are better protected from evictions and rent hikes in the housing they have,” Schaaf said.
