RPG rulebooks work in a similar manner to educational textbooks and players will often find themselves referring to different sections over the course of a game. In the example of something like Dungeons & Dragons, someone who is playing a spellcaster might need to refer to the spells, magic rules, combat rules, and race rules section over the course of a few hours. As such, it's helpful for these books to be well-edited and for helpful page references to be included in relevant sections, so the game doesn't grind to a halt while people are trying to track down a specific rule or table.
