These are the 10 strongest Justice Arcana Personas from , ranked by strength. THEGAMER VIDEO OF THE DAY

Angel

Usually appearing as the basic Persona for the Justice Arcana, Angel serves as an introduction to the nuances of Justice Personas. Angel is heavily focused on Light-based magic and healing allies of wounds and status ailments. Mostly used as a support Persona, Angel won't be seen much on the front lines, but she'll be a fine asset to have in the early game as a healer. Just be wary when encountering one, as you might get on her bad side and lose hours of progress to a Self-Destruct.

Archangel

These warrior Angels are quite memorable in Persona 5 from the Archangel mini-boss in Kamoshida's Palace, as the point where players realize that this game isn't messing around. Like its predecessor, Archangel has an affinity for Light-based skills but is now more physically attacking, with skills like Rebellion and Vajra Blast and an increased Strength stat. Through the early game, Archangel can insta-kill weaker enemies and stand its ground against tougher ones, making it a useful asset to your mask collection.

Principality

The Statue of Liberty can only be obtained through fusion and is the first acquirable Persona to have invaluable healing skills like Mediarama and Mabaisudi. Principality will act as your main support Persona for quite a while, as it also has a good Magic stat to dish out a mighty Makouga. Only having a weakness to Curse skills, enemies will have a hard time knocking you down, letting you soak up damage while healing your allies that might not be doing so hot. Ending up with a Principality with a multitude of different elemental attack types and healing skills can certainly carry you quite far.

Power

The name says it all, showing that Power is all about taking down enemies. With quite a high Strength stat, Power can utilize physical skills to their fullest and strike down those who oppose authority. Although it bears two weaknesses as opposed to other Justice Personas, it is the only Persona in the game to learn the skill "Null Curse". Power keeps the supportive capabilities from its brethren while frequenting the Velvet Room for those sweet gains to dispose of heretics.

Dominion

Dominion amps up the magical capabilities of Principality with skills like Kougaon and Mahamaon to wipe out any foes with a weakness to holy magic. Unlike a lot of other Light magic users, Dominion actually resists Curse skills and only has a weakness to Gun, and is also one of the only Personas with the ability to learn Evade Curse. Dominion's defensive capabilities shine bright among the Justice Arcana, and it can be a valuable asset against many enemies.

Melchizedek

The jump in ability between Power and Melchizedek is around 20 levels, and it definitely shows within this Persona. Melchizedek comes equipped with the mighty Megaton Raid and is the first Persona able to learn God's Hand, one of the strongest physical skills in the game. Underestimating this Persona would be a huge mistake, as it boasts both equally effective physical and magical prowess. Melchizedek also gains an extra point of usefulness for being required in two different special fusions, being Metatron and Sraosha.

Throne

An ancestor of , Throne makes do with a singular flaming wheel instead of the signature hot rod. It is only available through a special fusion of Power, Melchizedek, and Dominion. Throne's high magic stat and access to powerful skills like Kougaon and Bless Amp make it an offensive powerhouse, and Auto-Marakukaja ensures that your party isn't going down without a fight. Obviously, Throne also specializes in Fire-based magic, which sets it apart from other Personas in the Arcana. Many of the Justice Personas show their true colors in the late game, and Throne is just the beginning.

Uriel

Uriel's name bears the meaning, "Flame of God", and that can be felt first-hand when it appears as a difficult mini-boss towards the end of the game. Here we can see the transition into the special skill type of Almighty, where Uriel learns Megidolaon to bypass all elemental or physical resistances to deal raw damage. Uriel also lacks any sort of weaknesses and has three resistances and the skill Repel Nuke. When this Persona is itemized, it becomes one of the best rifles in the game, the aptly named "Heaven's Gate".

Loki

Previously seen only as a boss, Loki becomes a playable Persona in the upcoming . Without delving into spoiler territory, Loki is an ultimate Persona of a Persona-user, and it has monstrous Strength with powerful abilities to boot. Its signature skill, Laevatein, is one of the most damaging moves in the game, and it also has Curse and Almighty skills. It also comes equipped with Attack Master and Debilitate to whittle down the effectiveness of any enemy or boss. As a story-based Persona, Loki sticks out as one of the most powerful.

Metatron

As the ultimate Persona of the Justice Arcana, this robotic messenger of God is a culmination of all assets of previous Personas within the Arcana. Metatron has massively high stats, some of the most damaging moves in the game, and learns Concentrate to double the already insane damage output. As a true master of Light magic, any poor enemy with a weakness to Light doesn't stand a chance. Metatron is also used to fuse the devil himself, so that should speak volumes he really is.
