Overview

In the 2010 Census, just over one-third of the U.S. population reported their race and ethnicity as something other than non-Hispanic white alone, showing an increase in this group from 86.9 million to 111.9 million between 2000 and 2010 (a 29 percent growth over the decade). Additionally, in 2010 it was reported that over 62 percent of adults 65+ had at least one basic actions difficulty or complex activity limitation.This toolkit was created by the U.S. Administration on Aging to serve as a starting point for state and local partners to consider how to better serve diverse populations of older adults.

Addressing the needs and concerns of specific service populations, including African-American, Asian- American, American Indian, Hispanic, as well as older adults with disabilities, immigrant elders, and lesbian, gay, bisexual, and transgender (LGBT) older adults, begins with asking the right questions. For this reason, this toolkit begins with a four-step process and questionnaire to assist with program planning, implementation and delivery of services. The fours steps include assessment (organizational, staff and self), identifying resources about the community, designing services, and program evaluation.

This toolkit can serve as a useful guide for local officials and planners to help them start determining how to provide better services to diverse communities. A good starting point is the included questionnaire, that will help to evaluate what pieces might be missing from local services, and help local officials and planners design better, more complete plans for serving diverse populations.
