As a member of the NPC, Hart will develop and make policy recommendations to AARP’s Board of Directors. She is charged with ensuring that public policies reflect members' concerns and interests, examining polling research and policy trends as well as representing the NPC in national issue forums. Hart will serve a two-year term.

AARP received a large number of applications from members all over the country to serve on its National Policy Council. An independent review committee evaluated the submissions and sent its recommendations to the AARP Board for approval.
Hart is one of the country’s preeminent Medicare litigators and has been counsel at the National Senior Citizens Law Center, the Center for Medicare Advocacy, and the Arizona Center for Disability Law, as well as a private law firm specializing in elder law issues.
She has over 40 years of experience working primarily on Medicare, Medicaid and long term-care issues. She has served on CMS’s Medicare Coverage Advisory Committee, as President of the Arizona Chapter of the National Academy of Elder Law Attorneys, and national and state legal aid associations. She also represented Medicare beneficiaries in numerous class action lawsuits that expanded their rights to health services and procedural protections.
Hart earned her law degree from Boston University School of Law and masters in business taxation from the University of Southern California.
