Andrew Cuomo, D, to restore $1.3 million in funding for "kin-care" services to ease the burden on grandparents raising grandchildren. Funding for such services has dropped precipitously in recent years, from $2.7 million in 2009 to $340,000 in 2011.More than 250,000 New York children are being raised by a grandparent or other non-parent relative.
