Ensuring New Yorkers Access to Affordable Health Insurance

Today, more than 2.7 million people living in New York do not have health insurance. More than 337,000 are between the ages of 50-64. A recent AARP poll of New Yorkers in this age group found that many are taking extreme measures to afford health care for themselves and their families. Some delay filling prescriptions because of the cost. Others are putting off going to the doctor despite being ill and in need of care.

Governor Cuomo recently announced in his Executive Budget that New York State should establish a Health Care Benefit Exchange that would allow New Yorkers to purchase health insurance as part of the Affordable Health Care Act. New Yorkers who responded to AARP’s poll also gave their strong support for the establishment of a Health Care Benefit Exchange.

A proposal for a Health Care Benefit Exchange was introduced in the state legislature last year. This bill passed the Assembly but failed to pass the Senate.

A similar proposal was introduced this year. According to Governor Cuomo, at least 1 million uninsured New Yorkers would be able to purchase health insurance coverage if the Exchange bill is passed. People who purchase directly from the Exchange will see a savings of 66% while small businesses would see a savings of 22%.
