Adding Assisted Living Services To Subsidized Housing Serving Frail Older Persons with Low Incomes

Assisted living can promote the independence of many frail individuals who need help with activities of daily living but do not need constant skilled nursing. Policy decision-makers have looked with increasing interest at the possibility of offering assisted living services in federally subsidized housing because of the concentration of frail older persons with low incomes who live in those settings. In this AARP Public Policy Institute study, Robert Wilden and Donald L. Redfoot examine research on the potential demand for assisted living services in subsidized housing and report on case studies of subsidized housing projects that have developed assisted living programs. The case studies in this report demonstrate that assisted living services can be successfully integrated into subsidized housing projects for older persons although funding for services and training and coordination of housing and services staff can be difficult issues.
