About this book

Im Gegensatz zur amerikanischen Forschungstradition findet in der deutschen Föderalismus- und Policy-Forschung die eigenständige Staatstätigkeit der Gliedstaaten kaum Beachtung. Die Autorin greift die amerikanische Debatte um das Policy-Making der Gliedstaaten auf und wendet sie auf den deutschen Kontext an. Anhand der Arbeitsmarktpolitik der Bundesländer wird gezeigt, dass die Länder als Laboratorien für Politikinnovationen fungieren und Diffusionsprozesse einleiten. Bei allen Defiziten des deutschen Förderalismus zeigt er sich flexibler und leistungsfähiger als zumeist unterstellt. Die Ergebnisse der Untersuchung sind geeignet, sowohl der Föderalismusdiskussion in Deutschland als auch der Policy-Forschung neue Impulse zu geben.
