Acht Jahre nach dem Erdgipfel von Rio de Janeiro im Jahr 1992 scheint die globale ökologische Zusammenarbeit gescheitert zu sein. Ökologische und sozioökonomische Katastrophen mehren sich: Neben solchen natürlichen Ursprungs wie Erdbeben oder Vulkanausbrüche stehen durch den Menschen verursachte wie Treibhauseffekt oder Welthunger.

Gustav W. Sauer stellt die ökologischen und sozioökonomischen Bedrohungslagen detailliert dar. Er arbeitet die vielfältigen Vernetzungen heraus und zeigt auf, wie aus diesen Gegebenheiten sicherheitspolitische Situationen entstehen, die Konflikte oder Kriege verursachen können.
