Der europäischen Industrie wird vielfach ein technologisches Zurückbleiben hinter ihren schärfsten Weltmarktkonkurrenten, den USA und Japan, vorgeworfen. Die EU sieht darin eine Rechtfertigung für ein zunehmendes innovationspolitisches Tätigwerden. Das zunehmende Engagement der EU in der Forschungs- und Technologiepolitik hat mittlerweile spürbare Auswirkungen auf das Planungs- und Entscheidungsverhalten von Unternehmen, Universitäten und sonstigen Forschungseinrichtungen. Jörg Jasper untersucht die wirtschaftstheoretische Begründung sowie die Markt- und Wettbewerbskonformität dieser Politik, wobei der Schwerpunkt der Analyse auf dem Unternehmenssektor liegt. Die Ergebnisse der Untersuchung zeigen, daß die Forschungs- und Technologiepolitik in ihrer derzeitigen Ausgestaltung weder hinreichend theoretisch legitimierbar, noch ziel- oder systemkonform ist. Demnach wird den Entscheidungsträgern in der EU und in den Mitgliedstaaten von einer Politik der selektiven FuE-Subventionierung, wie sie derzeit in der EU überwiegend betrieben wird, abgeraten.
